Call for Expression of Interest for Registration in the RenoInGR Project List of Interested Companies

 

The project RenoInGR – One-Stop-Shop to accelerate energy renovation of public buildings in Greek Municipalities is implemented under the LIFE Clean Energy Transition Programme and aims to support Greek municipalities in upgrading the energy performance of their public buildings. The project is coordinated by the National Technical University of Athens (NTUA) and is carried out in collaboration with public and private stakeholders, including research institutions, technical consultants, municipalities, and regional authorities.

A central component of the project is the establishment and operation of the One-Stop-Shop (OSS), which provides technical, financial, and administrative support to municipalities for the preparation and implementation of energy renovation projects. The OSS operates physically through a Support Office, while a limited-scale digital support service is also being developed via a dedicated online platform.

As part of the OSS operation, and in order to ensure transparency, efficiency, and the timely progress of procedures, it is deemed necessary to create a List of Interested Stakeholders, which will include::

  • engineering firms and providers of technical services,

  • contracting and construction companies, and

  • energy service companies (ESCOs) through energy performance contracts

This Call aims to invite expressions of interest from entities wishing to be included in the above-mentioned List of Interested Stakeholders and to be eligible to participate in future tendering procedures for the provision of services related to the energy renovation of municipal buildings.

Through this Call for Expressions of Interest, the RenoInGR project seeks to establish a List of Interested Stakeholders covering the following categories:

Technical / Engineering Services

This category includes providers with experience in building energy renovation studies targeting zero emissions and nearly zero energy consumption. The studies will involve:

  • conducting energy audits and issuing Energy Performance Certificates (EPCs), where not valid,

  • performing detailed energy inspections, and

  • preparing tender documents for the proposed technical solutions.

Consultants, whether legal or natural persons, must demonstrate experience or secure sufficient capacity and expertise through partnerships, as defined in the respective calls, to meet the above requirements.

Construction Works

This category addresses economic operators with the infrastructure and relevant experience to undertake energy renovation works, including:

  • improving the thermal insulation of building envelopes,

  • replacing windows, doors, and heating/cooling/ventilation systems,

  • installing renewable energy systems, and

  • installing and commissioning simple automation and energy management systems.

Economic operators must comply with the legal requirements to carry out the above works in public buildings or form partnerships with other legal or natural persons to meet such requirements.

Energy Performance Services via Contracts (ESCOs)

This category targets companies operating under the Energy Performance Contracting (EPC) model, i.e., companies that typically provide financing to design, implement, and operate energy-optimized solutions, with repayment through the achieved energy savings.

This Call is open to individual providers or consortia holding the required licenses, certifications, or technical expertise. Specifically, it addresses:

  • legal entities under private law, such as companies providing technical, construction, or energy services,

  • natural persons with proven professional activity and sufficient technical competence in the relevant fields.

Interested stakeholders are invited to submit documented evidence of experience, including references to relevant projects or contracts.

Inclusion in the List is subject to compliance with the selection criteria described in the following section.

The List to be established through this Call concerns entities capable of providing services within the framework of energy renovations of municipal buildings. Indicatively, the scope of the requested services includes:

  • Preparation of specialized studies, such as:

    • energy performance studies based on the principles of nearly zero-energy building (nZEB) design and zero-emission targets,

    • technical, structural, and electromechanical studies necessary for the maturation of energy renovation projects.

  • Implementation of technical interventions for the energy renovation of municipal building infrastructures.

  • Provision of energy services via Energy Performance Contracts (EPCs), including:

    • the study and implementation (or implementation only) of energy efficiency measures,

    • partial or full project financing, and

    • operational support of the measures throughout the duration of the EPC.

The final scope and nature of the provided services will be further specified on a case-by-case basis, in accordance with the needs of the municipalities and the project calls to be issued by the One-Stop-Shop and/or the interested municipalities.

Applicants wishing to be included in the Register will be evaluated on the basis of the following key criteria:

  • Proven experience in relevant projects, documented through participation in or undertaking of energy renovations, studies, or interventions related to the scope of the project.

  • Capacity to operate across various geographical areas within the Greek territory.

  • Certifications and professional licenses as required by the regulatory framework (e.g., Register of Engineering Firms, Register of Contractors, Technical Chamber of Greece, Energy Inspectors, Energy Auditors, ISO, etc.).

Compliance with the above criteria constitutes a fundamental prerequisite for inclusion in the List and potential participation in future selection procedures for service providers under the RenoInGR project.

Required Submission Files

For participation to be considered valid, the following must be submitted:

  • Company profile or short curriculum vitae (CV), depending on the legal form of the entity.

  • Table of recent relevant projects or services provided, including a short description, year, and recipient.

  • Expression of Interest form (template provided in Annex I).

Submission may be made in Greek. All files must be sent in PDF format.

Applications will be evaluated by the RenoInGR Project Team, based solely on the declared information and the submitted supporting documents.
Entities that meet the criteria will receive confirmation of their registration in the List of Interested Entities via email.

The List will be updated periodically and will remain dynamically open, with new Calls for Expressions of Interest launched at regular intervals.

Registered entities will have the opportunity to participate in future calls for proposals concerning:

  • the preparation of technical studies,

  • the implementation of energy renovation works,

  • or the provision of services through Energy Performance Contracts (EPCs).

With new calls, registered entities may update the information they have submitted.

The name and contact details of the entities registered in the List will be published and will be accessible on the website of the One-Stop-Shop, for the purpose of informing interested municipalities.

Inclusion in the List does not constitute a commitment of award or guarantee of participation in a project, but represents an indicative pre-selection stage for all related procedures to be carried out within the RenoInGR project.
