The RenoInGR One-Stop-Shop (OSS) is a hybrid service model combining a physical support office with a digital platform, aimed at assisting Greek municipalities in implementing energy-efficient renovations of public buildings. The OSS offers comprehensive, tailored guidance—especially for small, mountainous, and island municipalities—covering every step from building selection and audits to financing and implementation. By bridging technical, legal, and financial gaps, the OSS empowers municipalities to take action and achieve long-term sustainability.

The physical OSS acts as a facilitator—not just an advisor—while the digital platform ensures 24/7 access to resources and continuity of support.

Physical OSS Office

The RenoInGR OSS includes a central physical office operated by NTUA in collaboration with the project’s technical partners.

It offers tailored, hands-on support to municipalities at every stage of the renovation process—from needs assessment and technical audits to financial planning and legal advice.

The physical office is especially designed to support municipalities with limited capacity, such as small or mountainous local authorities that may lack technical or administrative personnel.

Acting as a facilitator—not just an advisor, the OSS staff help coordinate tasks, accelerate bureaucratic steps, and reduce project delays, ensuring municipalities feel confident and empowered to proceed with renovations.

Digital Platform

To complement the physical office, RenoInGR offers a fully integrated digital platform that replicates the support process online.

Municipalities can access a complete renovation workflow with predefined steps, intelligent guidance, and a smart assistant bot that responds to user needs in real time.

The platform features interactive tools, including:

Process Overview

Municipalities start by discussing their project needs and objectives with the OSS team. This step involves identifying buildings for renovation, confirming the need for energy efficiency improvements, and setting initial targets for energy savings and CO2 reductions .

The OSS team assists municipalities in selecting suitable buildings for renovation. This includes conducting preliminary feasibility studies and ensuring that selected buildings meet criteria such as ownership clarity, structural adequacy, and high energy consumption .

To optimize financing and efficiency, municipalities bundle renovation projects. The OSS helps coordinate this across multiple municipalities, especially for small or dispersed regions, ensuring economies of scale and better access to private financing .

The OSS supports the development of tailored financial plans, helping municipalities leverage public and private financing options, such as Energy Performance Contracting (EnPC) and blended funding solutions like the ELECTRA program .

Once the financial plan is in place, the OSS guides municipalities through the tendering process for renovation work. This includes preparing tender documents, evaluating proposals, and overseeing the implementation of energy-efficient renovation measures to ensure compliance with project goals .
