The Centre for Renewable Energy Sources and Saving (CRES), within the framework of the European project RenoInGR (Project 101167654 — LIFE23-CET), is conducting an online survey addressed to market stakeholders, regarding the establishment of a One-Stop-Shop (OSS) for the energy renovation of municipal buildings.

Specifically, under the above programme, the coordinator, the National Technical University of Athens (NTUA), together with 13 other partners, has undertaken the creation of an entity in the form of a One-Stop-Shop (OSS), with the aim of assisting Local Authorities in accelerating the energy renovation of municipal buildings and directly benefiting from the European funds available.

The services to be provided by the OSS to municipalities will vary depending on their needs.

In small mountainous and island municipalities, the services of the One-Stop-Shop (OSS) will include the full implementation of the project preparation process — from the feasibility study and the co-design of the financing plan, to the launch of the tender for the implementation of the energy renovation.

In medium-sized and large municipalities, the services of the OSS will mainly focus on the provision of technical and financial consulting. An exception will be those municipalities that choose innovative financing solutions, such as energy performance contracts with guaranteed energy savings. In such cases, the OSS will provide full support throughout the project preparation process for the energy renovation.

This questionnaire is primarily addressed to market stakeholders, such as companies already active or wishing to become active in the field of energy services, construction companies, as well as any other interested parties.

The purpose of this questionnaire is to explore the market’s perspective regarding the energy renovation of municipal buildings and to facilitate their preparation and financing, with the aim of accelerating their implementation rate.

The questionnaire consists of the following five sections:
